Summary

The COVID-19 spread from animals to humans in the Wuhan city of China and it causes outbreak of respiratory illness. The spreading speed of COVID-19 is unpredictable and one-quarter of the population across the world is in lockdown. Some regions have handful of cases. Different countries are declaring emergencies and demanding the people to bring drastic behavior changes in their everyday life and work. It would help to control the spread of the virus.

The global pandemic deepens and it is going to have a significant impact on the industries specifically the global tech industry. Most of the highly affected regions including China and USA have large contribution in the technology industry and they are facilitating the global tech supply chain. The COVID-19 outbreaks impact the working style of the industries and research communities including software engineering. It brings changes in the processes, collaboration tools and methods. The outbreak brings significant change in the working environment and infrastructure of software engineering practitioners and researchers. The long-term impacts of the COVID-19 pandemic are still unpredictable and could be seen in the coming years.

The aim of this special issue is to provide a platform for both practitioners and researchers to discuss the studies for managing the COVID-19 aspects in the domain of software engineering including managerial, organizational, economical, and technical.

This issue will provide an opportunity to propose new techniques, tools, frameworks and approaches to minimize the impacts of COVID-19 outbreak on the software engineering industry and research community.

There is no specific topic restriction and all those studies will be considered which are conducted in the domain of COVID-19 and software engineering. However, the following are suggested topics (not limited):

    Abstract Since COVID-19 was declared as a pandemic in March 2020, the world’s major preoccupation has been to curb it while preserving the economy and reducing unemployment. This paper uses a novel Bi-Level Dynamic Optimal Control model (BLDOC) to coordinate control between COVID-19 and unemployment.
