Abstract The water conservancy industry is one of the oldest fundamental industries in
human history with high attention all the time, which is a vital factor to national
well-being and people’s livelihood. The “Five Water Governance” is one of
important strategies as a breakthrough to force transforming and upgrading for
ecological water conservancy and sustainable development. A regional dynamic
