Abstract Introduction: For several centuries, scientists such as Avicenna have been trying to understand the processes involved in the spread of epidemics. Isolation instructions appeared during the black plague. Magistrates and crisis managers manage the protection of all populations. Nowadays, regional health agencies regulate the provision of health care even in times of health crisis.
